Below is some of the important work the Missing Sexual Offender Center has done: Law Enforcement Assistance Program: LEAP Grant The Missing Sexual Offender Center provides grant funding to local law enforcement agencies with a program called the “Law Enforcement Assistance Program” or LEAP. LEAP is designed to assist local police and sheriff’s departments in the investigation, surveillance and monitoring of registered sexual predators in order to keep them from becoming absconders. Or, LEAP is there to apprehend current absconders from the sexual predator registries in order to reduce the number of absconders in their respective communities. LEAP funding is open to any size police department or sheriff’s office regardless of population served or agency size. The board of directors approves final funding after the executive director of the Missing Sexual Offender Center conducts appropriate vetting, research and recommendations. The following priorities are considered before LEAP funds are appropriated to the local agencies: Number of registered offenders in the agencies jurisdiction. Estimated percentage of absconders in the community. Agency size and manpower strengths. Population of the community in which is served by the agency. Willingness to provide feedback and documentation to the Missing Sexual Offender Center. LEAP funding is open to the greater Kansas City Metropolitan area has a first priority but special funding for any local police department of sheriff’s office can be provided if donors to the Missing Sexual Offender Center state specific funding for a particular area. This can occur anywhere in the United States. If this occurs, the Missing Sexual Offender Center still follows the five funding priorities in order to ensure need and compliance to the LEAP programs.
